Mayoral Appointments to Board Member positions, Transport for London (TfL)

Remuneration: c.£16,000 per annum

The newly elected Mayor will be looking to appoint Members to the Transport for London (TfL) Board, who will provide strategic guidance and stewardship to TfL, one of the world’s leading transport authorities. No other city is as recognised by its transport system as London, and TfL’s Board plays a key role in its success. As part of implementing the Mayor’s Transport Strategy we have an ambitious TfL strategy to deliver by 2030; this has never been more significant in ensuring not only safe, affordable, sustainable, accessible, inclusive and reliable transport but also that TfL has a sustainable financial footing to continue to support London and transform the experience of our customers.

London has one of the busiest and most advanced transport networks in the world. Currently delivering more than 21 million journeys every day, we run the day-to-day operation of the Capital's public transport network, including London's buses, London Underground, the Elizabeth line, Docklands Light Railway, London Overground, London Trams, Cable Car and Santander Bikes. We also manage London's strategic road network, run London River Services, Victoria Coach Station and the congestion and emission charging schemes and regulate London’s taxis and private hire vehicles. Our scale and network of circa 28,000 colleagues, ensures we make a real difference to millions of people every day.

As an organisation integral to London’s success, TfL plays a vital role in supporting and shaping London’s social and economic development.

We are now seeking experienced board-level individuals to join the Board and contribute to an exciting new phase of TfL’s activities. You will have a proven understanding of the successes and financial challenges facing TfL, combined with a genuine interest and passion for London's transport system and London’s future needs. We are seeking candidates from a broad range of backgrounds, with an understanding of governance and oversight of large organisations with particular regard to expertise in safety and security, digital technology and innovation, public sector funding and finance, colleague engagement and reward, delivery of major infrastructure projects and commercial and operational property development, along with other desirable skills listed in the microsite.

As a TfL Board Member you join one of the most complex and largest transport networks in the world. You will drive and shape crucial investment in and extensions to the network so enabling the future growth of London. You will share the vision and commitment of TfL to be one of the safest, most innovative, reliable, affordable and world leading transport systems.

London's Mayor is looking to appoint new Members to the high performing and well regarded Board of TfL. As a Board Member you will have a proven understanding of the successes and challenges facing TfL, combined with a genuine interest and passion for London's transport system and London’s future needs. We are seeking candidates from a broad range of backgrounds, with an understanding of governance and oversight of large organisations with particular regard to expertise in safety and security, digital technology and innovation, public sector funding and finance, colleague engagement and reward, delivery of major infrastructure projects and commercial and operational property development, along with other desirable skills listed under the Candidate Requirements section.

As an experienced executive or non-executive your career in the private, public or voluntary sectors will support TfL in delivering a safe, reliable, cost effective and world leading transport system for Londoners, visitors and all users in the years to come.

Remuneration

Members are not required to devote the whole of their time to TfL's affairs and could spend approximately between two to six days per month on these roles. Remuneration for each Board Member is based on a formula that directly relates to, in addition to Board activities, the number of Committees and Panels on which each Member serves. Remuneration also takes into account those Members who serve as Chair of the Committees and Panels up to a capped maximum.

Remuneration levels are set for each Mayoral term but are reviewed periodically in line with comparable markets to reflect the responsibilities and accountabilities of the role.

The basic fee for Board members and Advisers is currently £16,000 per annum. Board Members who act as Chair, or as a member of a Committee or Panel, receive additional fees of £2,000 per annum (as a Chair) and £1,000 per annum (as a Member or Adviser) for each appointment.

The maximum payment in aggregate is £20,000 per annum, except for the position of Deputy Chair. The Deputy Chair is currently the Deputy Mayor for Transport, so the TfL role is not remunerated.

No allowances are paid to Members, although expenses can be claimed.

All Board Members are entitled to receive a free travel pass valid on TfL transport.

Candidate Requirements

Under the Greater London Authority Act 1999, as amended, the Mayor is required to have regard to the desirability of ensuring Members between them have experience of transport (including in particular the impact of transport on business and the environment), finance and commerce, national and local government, the management of organisations, organisation of trade unions or matters relating to workers generally.

Members also need to represent the interests of women, those who require accessible transport and at least two Members must be able to represent the interests of those from outside Greater London who use railway passenger services operated by TfL.

In line with the statutory requirements and recommendations from independent reviews of the Board’s effectiveness, we are seeking new Board Members who have experience in any of the following areas:

  • transport (including, in particular, the impact of transport on business and the environment) which may include:
    • safety and security (for example cyber security)
    • environment and sustainability
    • delivery of major capital and infrastructure projects
    • understanding the impact that transport has for London
  • finance and commerce which may include:
    • commercial and operational land and property development including regeneration
    • digital technology and innovation/driving efficiency
    • experience in public sector and/or regulated industry
    • local government funding and finance
    • sources of revenue generation and customer proposition
  • the management of organisations which may include;
    • experience of promoting and scrutinising equality, diversity and inclusion in a large organisation
    • experience of colleague engagement and reward including experience of remuneration committees

The ideal candidates will:

  • be able to operate in a high profile, publicly accountable environment and will have already proved themselves at the highest level.
  • be leaders in their field and be able to command the respect of their peers, across all tiers of government and across all sectors.
  • be able to demonstrate an understanding and awareness of the political context and dynamics in which the Board and TfL operates in.
  • provide a stewardship role to help shape the business, help guide strategy and support performance setting targets within the statutory context the Board and TfL operates in.
  • be able to actively engage in decision making and to provide effective and robust challenge in a supportive way.
  • provide analysis of reports submitted to the Board that will aid decision making process.

In addition, Board Members, depending on their knowledge, skills and experience, sit on specific Committees (Finance; Programmes and Investment; Audit and Assurance; Land and Property; and Remuneration) and Panels (Customer Service and Operational Performance; and Safety, Sustainability and Human Resources), undertake public engagements and give advice to the Mayor, Commissioner and their team.
